A brief description of Karnataka Govt Official School adoption program
The future of India depends upon the quality of education imparted to our children. We have 43,447 Government Primary Schools and 3,029 Government High Schools in the state of Karnataka. We believe that it is the joint responsibility of the Government and citizens to improver school education, to provide incentives like mid-day meals, improve school infrastructure including state of the art information technology to all the Government schools in our state.
Over 90% of the budget for School Education in Karnataka is spent on salaries to Government primary and secondary school teachers and as grant-in-aid to aided institutions, leaving very little for development of infrastructure in government schools. There are an estimated 2.5 million children who are not enrolled or dropped out from schools and, even as efforts are being made to bring them to school, the need for additional resources has been growing rapidly.
We have begun the process of transforming school education in Karnataka by the active involvement of donors, non-government organizations and corporate sectors through the “School Adoption Programme” which we launched at the beginning of the new millennium. This paradigm shift in our policy has yielded satisfying results. In the last two years more than eight thousand schools have been adopted and an estimated 60 crore rupees has been spent on incentives, mid-day meals, infrastructure and technology.
Under this programme the donors can select any school and prepare a ‘programme of action’ for a specific period for the all round development of the school or select specific areas of intervention aimed at improving the educational system of the school. They can then enter into a *Memorandum of Understanding with the department for the implementation of the action plan. The following is a suggestive list of priority actions that can be considered by potential donors under the ‘*School Adoption programme:
Provision of water and toilet facilities to the school separately for boys and girls.
Construction and renovation of existing building.
Provision for developing school garden, fencing or compound wall.
Provision of equipment and furniture.
Providing computers/funding for computer training of students.
Strengthening of Laboratory and Library.
Developing of play ground/provision of play materials
Training of teachers to improve quality of teaching
Training of students to develop various skills, leadership, etc.
Sponsoring students/ teachers for educational visits/sports meets.
Adopting girl children/SC-ST and minority children.
Sponsoring cultural, literary and scientific activities in the school
Giving scholarship to needy students.
Providing nutritional food as mid-day meals to children,
Adoption of slums near the school.
Encouraging vocational job oriented activities as part of co-curricular activities.
Adoption of orphans studying in the school.
Taking up at least one activity-scout and guides, sevadal, Junior Red Cross, NCC, Science Clubs, Environmental awareness camps, citizenship training camps, etc.
Running Balawadis for Pre-school children.
Taking up Remedial classes for first generation and economically and socially backward children.
Involving parents in development activities of the school.
We earnestly request you to make quality school education a reality in India. If you would like to adopt a government school you will be requested to sign an Memorandum Of Understanding with the Deputy Directors of concerned districts or Block Education Officers.

Karnataka School Adoption Programme
A major portion of Education Department s budget (about 90%) is spent on salaries of Government Primary and Secondary school teachers and as grant-in-aid to aided institutions leaving very little for development of infrastructure in Government schools. There are one lakh children who are not enrolled or have dropped out from schools. There is a lot of scope for improving teaching-learning methods and equipments, use of educational
technology like TV, Computer in Government Schools. Government Schools also need to be accountable to theparents and the local community for providing good and useful education to the children in the community.
The school adoption scheme was a roaring success. With the total participation of the community, this scheme has become a reality. The scheme has helped in mobilizing infrastructure facilities to the tune of more than Rs. 60 crores to Government schools throughout the state since four years. The scheme has not only guaranteed social awareness but also opened avenues to donors to come forward to donate profusely, apart from becoming a perennial one. Hence it is proposed to invite donors, corporate houses, Non government organizations and individuals again who are interested to enter into partnership with the Department of Public Instruction for the cause of
education empower and uplift the socially and economically disadvantaged sections of the society by adopting Government Schools.
Under this programme the donors can select any school of their choice and prepare a Programme of Action for a period of five years for the all round development of the School or select specific areas of intervention aimed at improving the educational system in the school.
The District Deputy Director of Public Instruction is permitted to approve the Programme of Action prepared by the Donor and sign a Memorandum of understanding with the donor/corporate body/individual/NGO. A model MOU is also enclosed. This MOU is valid for a period of five years and can be renewed if the partnership is found to be fruitful with mutual consent.
The donor can put-up a Board on the school building stating that the school has been adopted by the donor. The donors can take up any one or all the activities suggested in the Annexure or formulate their own proposals in this regard. The Department will provide all necessary support and ensure smooth processing of approvals of civic authorities wherever required.
The Deputy Director will appoint one nodal officer of the department to be in continuous contact with the donor to sort out any problem that may arise during the implementation of the project. All civil structure built by the donor in the school premises and all equipment provided by the donor to the school will become part of the school property and the ownership lies with the school. The donor has no power to dispose of or transfer any of these materials once they are donated to the school. The donor is not permitted to use the school premises for nonacademic activities.

This Memorandum of Understanding is entered into on this day of ….. 200_, between the Department of Public Instruction represented by the Deputy Director of Public Instruction of …….District,…. . on the one part and .represented by .on the other part, hereinafter called the Donor.
Where as the Donor in collaboration with the Department of Public Instruction has desired to take up the all round improvement of the school situated in .. village/town, as per circular of the Commissioner of Public Instruction A5(1) (KSAP) Dattu Yojane / 2004-05 dated 30-12-2004 and has agreed to adopt the said school as per the guidelines in the said circular by preparing a Program of Action .
The Donor has identified the following points for preparing the Programme of Action -
The Donor and the representative of the department have together agreed to implement the
Programme of Action and the Deputy Director will appoint a nodal officer for its implementation. The nodal officer shall ensure the smooth processing of all approvals. All civil structures built by the Donor and all equipment provided will become part of the school property.
This Memorandum of Understanding will be valid for a period of five years. After reviewing the results of the partnership and mutual consent the MOU can be renewed for further periods of two years at a time.
